Every Owner, occupant or Person having charge of a residential building or vacant lot shall, in case of a snowfall, clear any snow and ice from the Sidewalks, Curb and Gutters thereof and create a path of travel along the Sidewalk which is at least 48 inches wide in front of the building or lot, space permitting, as well as on the side thereof, space permitting, if the building or lot faces on more than one (1) Street, within eight hours after the snow has stopped falling. If the snowfall ceased during the night, removal shall be completed no later than eight hours after sunrise.
