Leominster, MA Property Maintenance: Snow & Sidewalk Clearing (2026)

Leominster Code of Ordinances § 20-2 places the snow-clearing duty on the tenant, occupant, owner or agent in charge of real estate abutting the sidewalk, and it does not apply citywide: the ordinance lists specific downtown blocks by name, including both sides of Central Street from Union Street to Monument Square, both sides of Main Street from Summer Street to Monument Square, Mechanic Street from the former New York, New Haven and Hartford Railroad crossing to Monument Square, Merriam Avenue from Depot Square to Main Street, all of Monument Square, the south side of Park Street from West Street to Pleasant Street, both sides of Pleasant Street from Pearl Street to Monument Square, both sides of Water Street, and the north side of West Street from Church Street to Main Street.

Within those blocks, the sidewalk cannot be left wholly or partly covered with snow for more than twelve hours after a storm stops. A related section, § 20-3, separately bars anyone from plowing or depositing snow from a driveway or parking lot onto city property, or piling snow back onto a street the public works department has already cleared, and sets its own fine of one hundred dollars for a first offense and two hundred dollars for each later offense in the same calendar year.

Section 20-2 itself carries no fine written into its text, so a violation of the twelve-hour clearing duty falls under the citywide general penalty at § 1-7, a fine not exceeding three hundred dollars per offense.
