City Code Section 13-401 makes it unlawful for the owner and/or occupant of any lot abutting a sidewalk to fail to remove all snow and ice from that sidewalk within 5 hours from the time the snowfall or ice storm ceases. If snow or ice accumulates overnight, Section 13-401 extends the deadline only to 12 o'clock noon the following day. The same section separately bars anyone from placing snow removed from private property onto a public street, alley, or sidewalk. Where full removal is impractical because the ice or snow is compacted, Section 13-402 lets an owner instead sprinkle ashes, sand, or other non-corrosive chemicals to make the sidewalk reasonably safe for pedestrians, and that treatment counts as compliance until the ice or snow can actually be removed.

Section 13-403 sets the penalty at a fine not exceeding $10 upon conviction, a flat cap unlike the code's general penalty. If an owner or occupant refuses or neglects to clear the sidewalk in time, Section 13-404 lets the City remove the snow and ice itself and assess the cost against the abutting lot, and Section 13-405 directs the City Clerk to certify any unpaid removal costs to the county clerk for collection on the property tax rolls alongside other city taxes.
