Section 13.10.080 separately makes every owner abutting a sidewalk responsible for its maintenance and repair; the City Engineer may issue a Notice to Repair allowing up to 60 days, then repair it and certify the cost plus 5 percent as a special assessment. Neighboring Olathe, Leawood, Shawnee and Prairie Village do mandate clearing.
