Parker, CO Property Maintenance: Snow & Sidewalk Clearing (2026)

Section 10.01.020 of the Parker Municipal Code puts the duty to clear snow and ice on whoever is in charge or control of a building or lot fronting or abutting a paved sidewalk or paved trail, whether owner, tenant, occupant or lessee, and gives them 48 hours from the end of any snow, sleet or freezing rain event to remove it. The duty extends to paved trails inside planned developments that connect neighborhoods, including trail segments that cross public rights-of-way at grade or grade-separated. If the snow or ice has frozen too hard to remove without damaging the sidewalk, the responsible person must instead spread sand or another abrasive within the same 48 hours to make the surface reasonably safe, then finish clearing the sidewalk once weather allows.

Uncleared snow and ice in violation of Section 10.01.020 is declared a public nuisance under Section 10.01.030, letting the Town abate it without notice at the responsible party's expense when no one can be found on site, or after 24 hours have passed following a notice to the person charged with removal. Fines escalate with repeat violations: $25 for a first offense, $50 for a second offense within a twelve-month period, and $100 for a third or later offense in that same period. Separately, Section 10.01.040 makes it unlawful in business, commercial, light industrial and industrial zones to shovel or dump snow and ice from a parking lot or private walk into a public street, with its own fine of up to $499.
