Penn Hills, PA Property Maintenance: Snow & Sidewalk Clearing (2026)

Code of the Municipality of Penn Hills § 1028.15 puts snow and ice removal on whoever is in charge of the abutting building or lot -- owner, tenant, or occupant. A path at least 30 inches wide must be cleared within six hours after snow, sleet, or freezing rain stops falling. If ice has bonded too hard to chip away safely, the responsible party must instead spread sand or another abrasive within that same six-hour window and clear a full path once conditions allow. The same six-hour deadline also applies to snow and ice on roofs that could fall onto a sidewalk, and dumping shoveled snow onto a sidewalk, street, or fire hydrant is separately prohibited.
