Penn Hills, PA Parking Rules: Overnight Parking (2026)

The overnight ban is one sentence long. Section 464.05(c) of the Code of the Municipality of Penn Hills reads: Overnight parking is prohibited. The section prints no start hour, no end hour and no permit or exemption process for residents, so the rule is a flat prohibition that police enforce on the words as written. It came in with Ordinance 656, passed 5-3-1954.

Section 464.05 carries two companion rules. Subsection (a) applies where official traffic equipment gives notice: no one parks on a designated street portion longer than the time the equipment specifies. Subsection (b) bars parking a commercial vehicle in residential areas and on residential streets. That ban does not apply to loading or unloading goods, wares and merchandise from commercial trucks into the homes of Municipality residents, to trucks of public utility companies or authorities, or to vehicles or equipment of the Municipality.

Section 464.09 lifts the chapter's parking regulations in emergencies, such as the vehicles of physicians, ambulances or taxicabs while on call, and allows sufficient parking time to accomplish the purpose of the call. Utility vehicles actively engaged in repairing or replacing pipes, underground conduits or overhead wires, and Municipality vehicles doing necessary street repairs, are also excepted.

Enforcement runs through two short sections. Under § 464.07, police officers enforcing the chapter are authorized to mark parked vehicles to determine how long they have stood in a restricted area, and no person is allowed to erase those marks to evade the chapter. Under § 464.08, the officer indicates the violation on a traffic tag and attaches it to the steering wheel or, if the door is locked, to the door handle.

Other parking limits in Chapter 464 stack on top of the overnight ban. Section 464.04(d) forbids blocking egress from a residential property at the end of the sidewalk, and § 464.04(e) bars parking within five feet of a residential driveway without the homeowner or renter's permission.
