Piscataway, NJ Property Maintenance: Snow & Sidewalk Clearing (2026)

Township Code § 17-2.3, "Duties of Owner," governs hotels and multiple dwellings and lists exterior-grounds obligations an owner must keep free of hazards. Item 4 requires clearing "holes, excavations, breaks, projections, obstructions, litter, icy conditions, uncleared snow and excretion of pets and other animals on paths, walks, driveways, parking lots and parking areas," and item 5 sets the concrete deadline: "ice and snow which shall be removed from all paths, walks, driveways, and parking areas within 24 hours after accumulation." The same subsection also requires those areas to drain within one hour of a storm's end if regularly used by occupants, or within six hours otherwise, so ice cannot re-form from standing water.

Section 17-2.3 itself carries no standalone fine, so the Township's general penalty ordinance, § 1-5.1, applies by default: unless a specific penalty is otherwise provided, a Property Maintenance Code or ordinance violation is punishable by imprisonment up to 90 days, a fine not exceeding $2,000, or a period of community service up to 90 days, and § 1-5.4 layers an additional fine onto a repeat violation of the same provision within one year. Enforcement of § 17-2 sits with the Health Officer, Zoning Officer and Director of Public Safety under § 17-2.12, who may inspect the premises and order the condition remedied in writing.

This 24-hour standard is distinct from § 3-6, which separately bars anyone, including a private snow-removal contractor, from plowing or depositing snow from a property onto the public right-of-way.
