Upland's Property Maintenance and Use Standards require trash receptacles to be screened from public view. For developments of five units or less, trash containers must be properly stored or screened to the satisfaction of the Development Services Director. Barrels visible from the street are treated as blight, and carts must be returned out of sight after collection.
Under the City of Upland's Property Maintenance and Use Standards, trash receptacles are among the items that may not be left in front yards, side yards, porches, or any area visible from the public right-of-way, adjacent street or alley. For residential developments of five units or less, trash containers must be properly stored or screened from public view to the satisfaction of the Development Services Director. Larger developments containing six units or more must provide one trash enclosure for every 15 dwelling units, with a minimum of one enclosure required. The city's franchised residential hauler, Burrtec Waste Industries, instructs residents to return barrels out of sight by the night the carts are emptied, reinforcing the screening requirement in the code. These are city standards; San Bernardino County's screening rules do not apply inside Upland city limits. Storing carts permanently in public view, or leaving them at the curb between collection days, can be cited as a property maintenance violation by Code Enforcement. Note that timing of set-out and take-in is also regulated (see bin placement): refuse and recycling bins may not be placed out for collection before 12:00 p.m. the day before service.
