Vacant lot owners must maintain properties free of overgrown weeds, accumulated debris, illegal dumping, and hazardous conditions. Regular mowing and vegetation control are required. The Vacant Building Ordinance imposes enhanced penalties of $500 to $1,000 per offense for vacant property violations, higher than standard building violations. The Department of Building and Zoning conducts inspections and responds to complaints. Property owners have 30 days from violation notice to achieve compliance. Failure to appear at scheduled hearings may result in a default order. Vacant lots may also be required to be secured with fencing to prevent unauthorized access.
