Eagan has no separately published vacant-lot registration ordinance, but vacant and undeveloped parcels remain subject to the City's turfgrass, weed and property maintenance rules. Turfgrass may not exceed 8 inches, owners must control noxious weeds under Minnesota Statutes 18.78, and the adopted property maintenance code (Sec. 10.53) applies to structures.
Eagan does not appear to publish a dedicated vacant-building or vacant-lot registration ordinance (its registration-style requirements relate to rental licensing). Even so, vacant, undeveloped or unoccupied parcels are not exempt from the City's general maintenance standards. Under Eagan's turfgrass establishment and maintenance rules, all turfgrass vegetation must not exceed a height of 8 inches, and vegetation within the boulevard right-of-way also may not exceed 8 inches; it is the abutting property owner's responsibility to maintain the boulevard area turfgrass to the curbline. Minnesota Statutes Section 18.78 separately requires a person owning, occupying or responsible for maintaining land to control all noxious weeds on that land in the manner ordered by a weed inspector, a duty that applies to vacant parcels statewide. For any structures on a vacant parcel, the International Property Maintenance Code (2021 edition) adopted in City Code Section 10.53 governs exterior condition, and the City's complaint-driven enforcement process applies. Refuse, junk and debris accumulating on a vacant lot can be addressed as a property maintenance or nuisance concern through the Property Maintenance Division.
Overgrown turfgrass above 8 inches, uncontrolled noxious weeds, accumulated refuse or junk, and deteriorating structures on a vacant lot can all trigger a code enforcement compliance request. Easily corrected issues are typically given 3 to 10 days; the City may escalate to a citation or City Attorney referral. Noxious weed violations are additionally enforceable under Minnesota Statutes 18.78 by weed inspectors.
