Owners of vacant lots in Folsom must maintain weed abatement, remove trash and debris, and secure the site from illegal dumping. Annual weed abatement notices are issued in spring under California Government Code Β§39560 et seq., and noncompliance results in city-contracted abatement with lien recovery.
Under Government Code Β§39560-39588 and Folsom Municipal Code Β§8.42, vacant-lot owners must keep their parcels free of combustible vegetation, trash, and attractive nuisances. Each spring the Folsom Fire Department conducts its annual weed-abatement program. Affected property owners receive a notice with a compliance deadline (typically May). Weeds, dry grass, and combustible brush must be cut to under 4 inches (or removed entirely depending on parcel size) to create defensible space and reduce wildfire risk. Vacant lots adjacent to the Folsom Lake SRA, American River, or VHFHSZ mapped areas may require 100-foot defensible space per Public Resources Code Β§4291. Owners who fail to abate face city-contracted cleanup with all costs plus 100% administrative overhead assessed as a lien against the property, collectible via the property tax roll.
Administrative citation, plus abatement cost recovery (often $500-$3,000 depending on parcel size) and lien. Insurance may not cover lien assessments.
