Under California Government Code §39560-39588 and Elk Grove Municipal Code, owners of vacant or undeveloped lots must maintain them to prevent fire hazards, vermin harborage, and visual blight. Weeds must be kept below 12 inches; dead brush and combustible materials must be cleared. The City mails annual weed abatement notices in spring; properties not in compliance by the deadline are cleared by a City contractor with costs (plus administrative fee) assessed as a property tax lien. Vacant lots must also be kept free of dumped trash, construction debris, and illegal encampments. Fencing may be required on problem properties.
