Under California Government Code sections 39560 through 39588, the City of Galt has authority to declare weeds and accumulated combustible debris on vacant parcels a public nuisance and order abatement. Vacant lot owners must maintain the parcel free of weeds exceeding 12 inches, trash, debris, rubbish, and combustible material that could pose a fire hazard. Owners must also prevent attractive nuisances such as abandoned swimming pools, uncovered excavations, or dilapidated structures that could harm trespassers. The city sends annual weed abatement notices in spring. If the owner fails to comply, Galt contracts the abatement and assesses the cost against the property tax roll. Vacant lots along streets must also maintain adjoining sidewalks per Streets and Highways Code section 5610. Unauthorized dumping on vacant lots must be reported; owners remain liable for cleanup.
