Vacant lots in Mecklenburg County must be maintained free of overgrown vegetation (grass above 12 inches), debris, and standing water. Charlotte Code Β§10-201 authorizes city abatement with costs assessed against the property owner.
Charlotte requires vacant lot owners to maintain grass and weeds below 12 inches and remove trash, debris, and accumulated materials. The Nuisance Abatement program issues a Notice of Violation giving owners 10 days to comply. If the owner does not abate, the city contracts mowing and cleanup and bills the owner; unpaid charges become a property tax lien. Mecklenburg County Code applies the same standard in unincorporated areas under N.C.G.S. Β§160D-1203. Vacant structures must be secured against entry (boarded per the Minimum Housing Code).
$100 civil penalty per occurrence plus abatement costs (typically $150-$400 per mowing). Repeat violations within 12 months: $500 penalty. Charges become liens collectible with property taxes.
