Redondo Beach has no separate vacant-lot ordinance, but RBMC Title 5, Chapter 2 (Weeds, Rubbish, and Stagnant Water) applies to all premises, vacant or occupied. Owners must keep lots free of noxious weeds, rank vegetation, rubbish, debris, and stagnant water, all declared public nuisances abated by Code Enforcement.
RBMC Title 5, Chapter 2 declares as nuisances noxious weeds and other rank growth or vegetation on private property, and accumulations of rubbish, debris, or animal or vegetable matter from which foul odors emanate or which harbor vermin, insects, or rodents. It is unlawful for any owner, lessee, agent, or occupant to fail to keep premises clean, sanitary, and wholesome, or to permit stagnant or marshy water that breeds mosquitoes. These duties apply equally to vacant and undeveloped lots. The City declined in 2024 to enact a stand-alone vacant-property ordinance, so vacant-lot blight is enforced under the existing nuisance and weed-abatement chapter, with notice to abate followed by City abatement at the owner's cost.
An owner who fails to clear weeds, rubbish, or stagnant water from a vacant lot after notice faces City abatement with costs charged to the owner, plus administrative citations and possible misdemeanor or infraction prosecution.
