Under the West Valley City nuisance ordinance, owners of vacant parcels must keep them mowed with vegetation under 8 inches, free of accumulated trash or debris, and free of conditions that harbor vermin or mosquitoes. Code Enforcement inspects complaint-driven. A notice to abate is posted and mailed; if not corrected within the stated timeframe, the city may hire a contractor to clean the lot and bill the owner, with unpaid costs becoming a tax-like lien on the property.
