Summary
Iredell County bans begging or soliciting in a public place by intimidating or accosting someone, or forcing oneself upon them, and bars any panhandling within 100 feet of a bank entrance or ATM. Vocal or written appeals are also prohibited during the "prohibited time period," running from dusk to 10 a.m. Monday through Saturday and all day Sunday, under Code of Ordinances Article IV.
(a)No person shall beg for contributions, nor solicit, in a public place in a manner so as to intimidate another person or by accosting another person, or by forcing oneself upon the company of another person.(b)No person shall beg, panhandle or solicit contributions from another person within one hundred (100) feet of an entrance or exit of any bank or financial institution or within one hundred (100) feet of any automated teller machine.(c)No person shall stand, sit, or loiter, in or on any street or highway, including the shoulders or median strip, or right-of-way of any such street or highway, but excluding sidewalks, while soliciting or attempting to solicit any employment, business, or contributions from the driver or occupants of any vehicle.(d)No person shall beg for contributions, nor solicit, in a public place by vocal appeal or direct written appeal during the prohibited time period nighttime.

5-53 of the Iredell County Code of Ordinances, enacted by the February 18, 2025 ordinance that replaced the county's 2009 panhandling article, lists specific prohibited acts. 5-52 defines "accosting" as approaching or speaking to someone in a way that would cause a reasonable person to fear imminent bodily harm, a crime, or property damage, and "forcing oneself upon" as continuing to request money after a negative response, blocking a person's path, or otherwise pressuring someone to comply. Subsection (b) sets a 100-foot no-panhandling buffer around any bank or financial institution entrance and around any automated teller machine.
Subsection (c) bars standing, sitting, or loitering in a street, highway shoulder, or median to solicit money, employment, or business from vehicle occupants, though sidewalks are excluded from that ban. m. Monday through Saturday, and all day Sunday. 5-54 exempts sales by nonprofit groups such as churches, schools, volunteer fire departments, and civic clubs, but even those groups cannot solicit during the prohibited nighttime hours. 5-55 lets the county sheriff require a complaining witness to sign a sworn statement and testify in court.
