Lodi, CA Public Conduct: Aggressive Panhandling (2026)

Lodi's aggressive solicitation ordinance, adopted by Ordinance No. 1791 in 2007, does two things: it defines and bans aggressive begging everywhere in the city, and it bans all begging outright at a list of specific locations regardless of tone. 020, "aggressive manner" covers seven kinds of conduct: approaching, speaking to, or following a person in a way likely to make a reasonable person fear bodily harm or property loss; touching a person or an occupied vehicle without consent; blocking a pedestrian's or driver's path so they must take evasive action; using violent or threatening gestures; persisting after being told no; and using profane or abusive language likely to provoke a violent reaction.

030 then bars all solicitation, aggressive or not, within fifteen feet of a bank, savings and loan, credit union, check-cashing business, or an operating ATM; from drivers or occupants of vehicles within one hundred feet of a signal-controlled intersection unless the solicitor has WATCH traffic-control training on file with the city; in any public parking lot or structure after dark; within ten feet of a transit stop or aboard a transit vehicle if asked to leave and returning within thirty days; and in restaurant dining areas under the same thirty-day re-entry bar.

040 makes any violation of the chapter a misdemeanor. 010's general penalty applies: up to a one-thousand-dollar fine, up to six months in jail, or both, unless the city attorney elects to charge it as an infraction instead.
