' Section 46-68 defines aggressive panhandling to include approaching or speaking to someone in a way that would make a reasonable person believe they face imminent bodily injury, for example standing within two feet while demanding money in a loud, abusive voice; continuing to demand money after a solicited person has already refused; blocking or impeding a pedestrian's or driver's path; touching or threatening to touch a solicited person or their vehicle without consent; or otherwise acting to intimidate or force someone to give money.

Beyond that outright ban, Section 46-69(b) prohibits ordinary panhandling within 20 feet of any commercial entrance or exit, a vehicular exit from commercial property, a bus or trolley stop, an ATM, a parking lot or garage, or a public restroom, within 100 feet of any daycare or school from pre-kindergarten through grade 12, and on a sidewalk within 150 feet of a signalized intersection of an arterial or collector road. Section 46-69(c) separately bans panhandling at an active outdoor dining area or amphitheater, at a transit stop or in a transit vehicle, while someone is standing in line to enter a business, while intoxicated or after illegally using a controlled substance, and after dark, defined as from a half hour after sunset until a half hour before sunrise.
