Roseville, CA Public Conduct: Aggressive Panhandling (2026)

Chapter 10.37, added by Ordinance 4417 in 2006 and amended by Ordinance 5129 in 2012 and 5173 in 2013, opens with council findings that aggressive panhandling threatens public safety and discourages shoppers and visitors, while making clear the chapter does not limit anyone's constitutional right to solicit funds, picket or protest (§10.37.010). Section 10.37.030 then prohibits panhandling "in an aggressive manner" anywhere in public, defining aggressive conduct to include following or approaching someone in a way likely to cause fear of bodily harm or property loss, touching a person or an occupied vehicle without consent, blocking a pedestrian's or driver's safe passage, using violent or threatening gestures, persisting after being told no, or using profane or abusive language likely to provoke a violent reaction.

Beyond aggressive conduct, §10.37.040 bans all panhandling, aggressive or not, within 25 feet of a bank, savings and loan, credit union or check-cashing business entrance during business hours, within 25 feet of an ATM while it is in service, within 25 feet of any public building entrance, within 25 feet of a public transit stop or on a transit vehicle after being asked to leave, in a restaurant's dining area after being asked to leave, on a public median strip, or within 100 feet of a stop sign or signal while displaying a sign. Section 10.37.050 separately bans all panhandling in any public place after dark, defined as from a half hour after sunset to a half hour before sunrise, unless it happens on private property open to the public with the owner's permission.
