" The one exception: at an intersection where traffic signals have stopped traffic in every direction, a pedestrian may cross the area common to both roadways without following the right-angle rule. Section 9-607 layers on two harder rules. Between adjacent signalized intersections, pedestrians may not cross anywhere except in a crosswalk, and inside any business district a pedestrian may not cross a roadway at all unless inside a crosswalk, marked or not. Section 9-606 spells out who has the right-of-way when a pedestrian ignores these rules: anyone crossing outside a marked or unmarked crosswalk at an intersection, or at a point served by a pedestrian tunnel or overhead crossing, must yield to every vehicle on the roadway.

Chapter 6 of Title 9 (Pedestrians) also holds drivers to a reciprocal duty: under § 9-602, a driver must yield to a pedestrian already in a crosswalk on the driver's half of the road, or approaching closely from the far half, when signals are not controlling the intersection.
