Full Breakdown
Section 9-514 of the Official Code of the City of Clarksville, adopted by Ordinance No. 40-2000-01 on November 2, 2000, splits skateboard regulation into three parts. Subsection (a) bars riding a bicycle, skateboard, or roller skates in any city park, playground, or city-owned property that is not specifically designated and intended for that use. Subsection (b) targets commercial districts: no person may ride or otherwise use a skateboard or roller skates on any street, sidewalk, or other area of commercially-zoned property within the city without the property owner's or occupant's written permission, and that written permission must be carried by the rider while using the property.
Subsection (c) makes negligent operation of a skateboard, roller skates, bicycle, or other human-powered non-motorized recreational vehicle unlawful on any roadway, privately owned property, parking lot, park, or playground in the city. The code defines negligent operation as riding in a manner likely to endanger a person or property, or to obstruct, hinder, or impede the lawful travel of a motor vehicle or the lawful use of a pedestrian, street, sidewalk, alley, parking area, pathway, or trail. The section sits in Title 9, Chapter 5 (Bicycles), alongside separate rules on bicycle parking, carrying articles, and mandatory helmets for riders under sixteen, and it does not set a standalone dollar fine for skateboard violations.
Violations & Fines
Riding a skateboard on commercial property without the owner's written permission, in an undesignated area of a city park, or in a way that endangers others or blocks traffic is a Title 9 offense enforced by the Clarksville Police Department. The code does not print a fixed fine for Section 9-514; the written-permission requirement means officers can cite even a first-time rider who cannot produce it on the spot.
