Kenosha, WI Public Conduct: Jaywalking (2026)

A of the Code of General Ordinances lists ten prohibited pedestrian acts. Pedestrians may not cross between adjacent intersections where signals are operating or a traffic officer is present, except in marked crosswalks; may not cross a signalized or officer-controlled intersection outside the marked crosswalk; may not enter the roadway against a "Don't Walk" signal or a red light unless it can be done safely without interfering with traffic; may not dart suddenly into a vehicle's path too close to yield; may not walk along or upon a roadway where sidewalks are provided; and where no sidewalk exists, must walk facing traffic on the left rather than the right, except where impractical.

Pedestrians also cannot stand in the roadway to solicit a ride, employment, business, or vehicle-guarding services, and must obey a police officer's signals. B requires vehicle operators to yield to any pedestrian in a marked or unmarked crosswalk when no signal is present or operating, or when the pedestrian has legally started crossing on a green light or "Walk" signal. D adds special protection for pedestrians using a white or white-and-red cane, requiring vehicles to stop at least 10 feet away and take precautions, while barring sighted people from carrying such a cane.

E allows pedestrians to cross diagonally at intersections running a simultaneous all-way "walk" signal phase. These rules are enforced citywide under the general traffic penalty framework.
