Full Breakdown

Little Rock's own code doesn't flatly ban crossing outside a crosswalk anymore. Sections 32-434 through 32-436 on pedestrian crossings and right-of-way were repealed in 1998 as duplicative of Arkansas's statewide pedestrian statute (A.C.A. § 27-51-1204). What's still on the books locally: Sec. 32-438 makes it unlawful for a pedestrian to suddenly leave a curb or other place of safety and walk or run into a vehicle's path when it's too close for the driver to yield, and Sec. 32-437 requires pedestrians to use the sidewalk instead of walking along an adjacent roadway wherever a sidewalk is provided. Little Rock police can cite either independently of the state crosswalk law.
