Section 22-36 sits in Chapter 22, Article II, "Park Rules," among the parks and recreation department's conduct rules for city-owned property. Its text is narrow and specific: it does not ban alcohol in every city park, only "within the confines of any Little League Baseball Park located on city park property," and it bars both drinking the alcohol and simply carrying it "on his person" inside those confines. The rule traces to Code of 1961 § 26-5(35). Article II's general scope clause, Section 22-22, applies the whole article to "all city parks and recreation facilities," but Section 22-36 itself narrows the alcohol ban to youth-baseball venues rather than every park, ballfield, or greenway the city operates.

Enforcement runs through Section 22-21, which punishes "any person convicted of a violation of any of the provisions of this article" under Section 1-9, the Code's general misdemeanor-penalty section. 00 for each day a continuing violation persists. 00 per day under the supervision of the police department.
