Sec. 14-2 is a list, not a blanket ban, and reading the list is how you tell whether a spot is covered. " The qualifier "those portions" matters: it is the auditorium itself, the part of the building where the audience watches, that must stay smoke-free. Item (5) covers areas within the buildings or structures of any hospital and, unusually for this section, reaches outdoors: within twenty-five (25) feet of any entrance to any hospital, measured on property belonging to the owner of the hospital.

That last clause limits the buffer to hospital-owned ground rather than extending it across a public sidewalk. The section also covers public meeting rooms open to the general public, unless a limited designated smoking area is posted, the sales floors of grocery stores and supermarkets, public elevators, and franchised passenger vehicles. What is left out is as important as what is in. Sec. 14-2(e) exempts the portions of restaurants, bars and hotels where food or alcohol is served to the public, and private enclosed offices are exempt as well.

Where an area is designated no smoking under the section, the required signage must be mounted 5 to 8 feet above the floor so it sits in normal sight line.
