010 makes it a misdemeanor for any person to loiter, stand or sit in or upon any public highway, alley, sidewalk or crosswalk so as to hinder or obstruct the free passage of persons or vehicles, or so as to annoy or molest passersby. A second clause in the same section separately makes it a misdemeanor to loiter, stand or sit at the entrance of any church, hall, theater or place of public assemblage so as to obstruct that entrance. unless authorized in writing by the school principal, defining "loiter" as delaying, lingering or idling about without a lawful purpose for being present.

030 lets a hotel or motel owner, the owner's agent, or a peace officer acting on the owner's request, order a person to leave hotel or motel property, applying to all areas of the property whether or not open to the general public; refusing or failing to leave is a misdemeanor. That hotel/motel provision exempts registered guests, persons authorized to use the property, and people engaged in lawful labor union activity, and it cannot be applied in a way that violates the Unruh Civil Rights Act, other anti-discrimination law, Penal Code Section 365 on innkeeper duties, or First Amendment rights.
