Fullerton, CA Public Conduct: Loitering Rules (2026)

36 of the Fullerton Municipal Code, adopted by Ordinance 3338 in 2025, targets obstruction of streets, sidewalks, parks and public buildings rather than loitering in the traditional sense. 020 flatly bars any person from standing, lying, sleeping, sitting or otherwise obstructing ingress or egress to a public right-of-way, public facility or private building entrance. 030 goes further, listing ten specific no-obstruction zones in a public right-of-way: within ten feet of an operational driveway, loading dock, business entrance or exit, fire hydrant, ATM, EV charging station, parking meter, public facility entrance, sidewalk ramp, or street corner, and within 500 feet of any school or day care center.

The same section bars sitting, lying or sleeping on a movable chair, bucket, crate or cooler in a right-of-way, sleeping or lying down in any public facility, and sitting, lying, sleeping or storing property on a median, public parkway or landscaped area (except in an area designed for sitting). Bus benches, tables, playground equipment and other fixed park structures are also off-limits for sleeping or lying down. 040 exempts legally parked vehicles, city trash collection, loading/unloading limited to one hour, temporary drainage that keeps passage open, and permitted bus benches or shelters. 020(G) also protects sitting to watch a legally permitted parade, ceremony or public event.
