Cleveland County, NC Public Conduct: Loitering Rules (2026)

Section 11-39 governs use of the county sanitary landfill, which is open only during posted business hours and is otherwise kept locked with entry barred. Subsection (b) lists four activities the county prohibits on landfill grounds: loitering or rummaging about the landfill and removing articles from it, depositing material anywhere except where authorized employees or official signs direct, discharging firearms or explosives without authorization, and driving faster than 15 miles per hour. The rule exists alongside a separate list of wastes the landfill will not accept at all, such as radioactive, hazardous, infectious, liquid and burning materials, and a shorter list of items accepted only on a conditional basis with three days' advance written approval, including tires, sludges, barrels, dead animals and asbestos.

Because loitering and rummaging are grouped with these landfill-operation rules rather than placed in the general offenses chapter, the county's only codified loitering restriction found in this code is site-specific to the landfill; the code does not carry a separate, general public-loitering ordinance for streets or other county property.
