Franklin County, FL Public Conduct: Loitering Rules (2026)

Franklin County Code § 13-15 lists three prohibited nuisance activities at the Eastpoint Pavilion: consuming alcohol, loitering, and causing or contributing to a public nuisance. 021, or whatever future definition the legislature provides, but sets its own local penalties rather than the state's criminal penalty. It separately defines a pavilion nuisance as interference with the public's reasonable use and enjoyment of the pavilion property through smoke, odors, noise, vibration, or obstruction of the public's free passage, use and enjoyment of Eastpoint Pavilion as a public park and recreation site, extending to any unreasonable, unwarranted or unlawful use that produces material annoyance, inconvenience or discomfort.

00 for a second violation, and a second-degree misdemeanor, prosecutable in court rather than paid as a civil fine, for a third or any later violation. The ordinance, Ord. No. 12-08, was adopted December 4, 2012, and is scoped specifically to the Eastpoint Pavilion rather than county parks or public property generally.
