Summary

Franklin, Tennessee bans loitering, congregating, or socializing in any public parking lot or garage the city owns, leases, or maintains, under City Code § 15-615(1)(d). The same section layers on a 24-hour parking cap subject to impoundment, a head-in-only parking requirement, and a catch-all applying the rest of Chapter 6's parking rules to city lots and garages.

Sec. 15-615. - Public parking lots/garages. Full Breakdown

Section 15-615 regulates conduct inside any public parking lot or garage the City of Franklin owns, leases, or maintains, not the public streets generally. Subsection (1)(a) bars leaving a vehicle parked past its posted time limit, creating a traffic hazard, or obstructing safe passage, and caps any stay in a city garage at 24 hours, after which the vehicle may be impounded under Chapter 7's enforcement provisions; failing to follow any other posted rule in the lot or garage is separately unlawful. Subsection (1)(b) requires every vehicle to park head-in only, and subsection (1)(c) folds in the whole of Title 15, Chapter 6's general stopping, standing, and parking rules so they apply inside these facilities as well.

Subsection (1)(d) is the loitering rule itself: 'it shall be unlawful to loiter, congregate, or socialize' in any city-owned, leased, or maintained public parking lot or garage, a flat prohibition with no time threshold or intent element written into the text, unlike the neighboring vehicle rules that key off posted times or 24 hours. Subsection (2) carves out one exception, city-owned vehicles are not subject to the timed parking requirements, but that exception does not touch the loitering ban, which applies to people regardless of whether they arrived by city vehicle.

Because subsection (1)(c) pulls in the rest of Chapter 6, enforcement of the parking-related prohibitions in the same section follows the same illegal-parking and presumption-of-responsibility framework the chapter uses citywide, at §§ 15-616 and 15-703.

Violations & Fines

A citation for loitering, congregating, or socializing under § 15-615(1)(d) is enforced like other Title 15 municipal offenses, and Appendix A specifically prices loitering violations at $50.00 per violation. Related parking misconduct in the same lot or garage, including overstaying the posted time or 24-hour garage limit, can additionally trigger impoundment under Chapter 7, with the vehicle held until the owner pays the impound fee.

Frequently Asked Questions

Can you get in trouble for just hanging out in a Franklin parking garage?
Yes. Section 15-615(1)(d) makes it unlawful to loiter, congregate, or socialize in any public parking lot or garage the City of Franklin owns, leases, or maintains, with no minimum time or number of people specified; it applies to the conduct itself.
What's the fine for loitering in a Franklin city parking lot?
Appendix A sets the penalty for loitering violations at $50.00 per violation, the same figure the appendix uses for several other Title 15 offenses like cruising and transporting hazardous materials.
How long can I leave my car in a Franklin city parking garage?
No more than 24 hours under § 15-615(1)(a); staying longer exposes the vehicle to impoundment under Chapter 7. Every vehicle must also park head-in only, and posted time limits below 24 hours still control if the lot has its own signage.
