It shall be unlawful for any person to knowingly loiter about or at any place or area open to the public where a controlled dangerous substance or a controlled substance analog, as defined in N.J.S.A. 2C:35-2, is being illegally sold, dispensed, furnished, given away or stored. ... Subsection B shall not apply to persons inside licensed pharmacies or drug stores or to persons licensed by the State of New Jersey to sell or dispense controlled dangerous substances nor to any person lawfully possessing a controlled dangerous substance pursuant to a prescription written by a person authorized to write prescriptions under law. The penalty for violating any provision of this article shall be a minimum fine of $100 and a maximum fine of $1,000 and/or imprisonment for a period of up to 90 days and/or a period of community service not exceeding 90 days.
