Mount Pleasant, SC Public Conduct: Loitering Rules (2026)

Mount Pleasant's only loitering provision is aimed specifically at schools and childcare facilities, not public spaces generally. 04, 'Disturbing Schools Prohibited,' bars any person from willfully or unnecessarily interfering with or disturbing students or teachers, loitering about the premises of a childcare facility, school, or college, or acting in an obnoxious manner there, under division (A). Division (B) adds a separate, standalone bar: no person may enter upon childcare facility, school, or college premises, or loiter around those premises except on business, without the permission of the principal or person in charge.

Division (C) defines 'childcare facility' broadly to include day care centers, school-age childcare centers, before- and after-school programs, nursery schools, preschools, day camps, and summer camps, whether operated for compensation or not, and whether or not stated for educational purposes, so the rule covers more than K-12 campuses. Because the town code has no other section addressing loitering in parks, sidewalks, or commercial areas, this school-focused rule is the entirety of Mount Pleasant's local loitering law; general public loitering outside these premises is not separately regulated by the town.
