(a)It shall be unlawful for any person to loiter or needlessly be and remain upon the streets or sidewalks of the city, thereby obstructing pedestrian or vehicular traffic.(b)It shall be unlawful for any person to cause to gather in crowds, or for persons to gather in crowds, upon the streets or sidewalks of the city, so as to obstruct the free and unimpeded use of the streets and sidewalks for travelers or pedestrians upon such streets or sidewalks.
