(a)Generally prohibited. It shall be unlawful for any person to loiter on the streets or about any public place in a manner which obstructs vehicular or pedestrian traffic.(b)On school grounds. It shall be unlawful for any person to loiter in person on foot and/or to park automobiles on the lands and premises used by the city public school grounds, including alleys and driveways used in connection with the public school grounds of any of the public schools of the city; however, it shall not be unlawful to park motor vehicles on the alleys adjacent to any public school building when any public entertainment is being given or athletic contests and exhibitions are being given.(c)A violation of this section is punishable as a misdemeanor.
