The following provisions apply to party or gathering of two or more people on private property generating any noise that is plainly audible at the property line of the property from which the noise is emanating, or is determined by a law enforcement officer at the scene to constitute a violation of the California Penal Code or the Manteca Municipal Code, or is otherwise a threat to the public peace, health, safety, or welfare due to the magnitude of the crowd, the disturbance, unruly behavior or destruction of property generated by the party or gathering, or excessive traffic caused by the party or gathering.

Manteca Municipal Code § 9.52.060 covers any gathering of two or more people on private property whose noise is plainly audible at the property line, violates the Penal Code, or otherwise threatens public peace through crowd size, disturbance, or traffic. The responding officer first gives an oral and written warning that further law-enforcement or emergency response will be billed to the responsible parties. If police or emergency services must return to disperse the gathering, quell a disturbance, or otherwise respond, the host, property owner or occupant, or a minor host's parents are jointly and severally liable for the added response cost, property damage, and any responder injuries, billed by the city manager and due within 15 days.
