No person shall have in his or her possession any bottle, can or other receptacle, containing any alcoholic beverage which has been opened, or a seal broken or the contents of which have been partially removed: A. On any street, sidewalk, public walkway, alley or public or private parking lot; or B. Within fifty feet of those areas delineated in subsection A of this section while on private or public property open to the public view without the express permission of the owner, his or her agent or person in lawful possession thereof.
