Moreno Valley, CA Public Conduct: Loud Party Ordinance (2026)

030 makes it unlawful for a person to 'conduct or allow a loud or unruly gathering' where alcohol is served to, consumed by, or possessed by anyone under 21, at a home, yard, apartment, condominium, hotel or motel room, or other dwelling, or a hall or meeting room, regardless of whether it is a house party or other social function and regardless of who owns, leases, rents, or hosts it for free. 020 defines a 'loud or unruly gathering' as four or more people where loud or unruly conduct occurs, declared a public nuisance, including excessive noise, excessive traffic, obstructing streets or endangering people in the street, public drunkenness, assaults or domestic violence, vandalism, litter, or any other threat to public health, safety or quiet enjoyment.

040 requires an officer to confirm three things exist: an underage person is consuming, possessing, or being served alcohol; someone is hosting the event; and the gathering is loud or unruly. Officers are told not to issue a citation unless they reasonably believe an offense occurred and no defense applies, and a citation may not follow when the host or a responsible person self-initiated an emergency call. 120 when the gathering is abated as a public nuisance.
