03 defines a 'loud or unruly gathering' as any assembly of two or more people at private or rented public property where loud or unruly conduct occurs, including excessive noise, traffic significantly above normal for the zoning district, obstruction of public streets or unruly crowds spilling into streets, public drunkenness or unlawful consumption of alcohol, marijuana or a controlled substance, unlawful service to or possession by underage persons, assaults or domestic violence, vandalism, litter, or any other conduct constituting a public nuisance or threat to public safety or quiet enjoyment.

05 makes it unlawful to cause, allow, permit, suffer or host such a gathering, subject to First and Fourteenth Amendment and state constitutional protections. 04 separately requires a 'responsible person' hosting a gathering to take reasonable steps, such as checking government-issued identification and controlling access to alcohol, to prevent underage possession, consumption or service of alcohol, marijuana or a controlled substance. 07 makes responsible persons and social hosts jointly and severally liable for police, fire and ambulance response costs when at least one minor is found possessing, consuming or being served, with no prior warning required.

08 adds liability for a second response to the same premises within twenty-four hours after a first warning, with the emergency provider's cost treated as beyond normal service. 09 requires the City to bill responsible persons within forty-five calendar days, with ten percent annual interest on late payments and a Government Code lien against the property if unpaid.
