Article 17 of Chapter 7 of Title 4 regulates skateboards, roller skates, mopeds and bicycles separately from general Vehicle Code traffic law. 1704 bars riding any of those devices on a sidewalk in a commercial district, naming the C-1, C-2, C-3, C-1-A, O, and C-R zones set out in Chapter 4 of Title 9. 1705 then lists ten specific street-riding restrictions for skateboards and roller skates: no use on any street or roadway zoned for commercial use; none after sunset or before sunrise; none where traffic volume, speed, or roadway width makes the ride unsafe; riders must stay as near the right side of the roadway as practicable; no attaching to another vehicle; no riding blind over a crested grade or curve; no use on any commercial parking structure or lot; only one rider per skateboard; and riders must yield to vehicles and pedestrians.
