Jackson adopted one of Mississippi's earliest comprehensive smoke-free ordinances in 2008, banning smoking in all enclosed workplaces, restaurants, bars, retail stores, and government buildings. The rule includes e-cigarettes and vapor products. Outdoors, smoking is restricted within 25 feet of any building entrance, near park playgrounds and youth sports fields, and on the campuses of Jackson State University (HBCU), Tougaloo College, University of Mississippi Medical Center, and other tobacco-free institutions. Outdoor patios at restaurants may permit smoking if separately ventilated. State law (MS Β§29-5-161) bans smoking in state buildings. Hookah lounges and cigar bars qualify for limited exemptions if more than 10% of revenue comes from on-site tobacco.
Smoking in a prohibited area is a civil infraction with fines starting at $25 for individuals and $100-$500 for businesses that fail to post signs or enforce the ban. Repeat business violations can suspend the privilege license.
