Smoking shall also be prohibited in and within fifteen (15) feet of bleachers and grandstands for use by spectators at sporting and other public events;(c)Within fifteen (15) feet of all outdoor playgrounds;(d)Within fifteen (15) feet of all outdoor public transportation stations, platforms, and shelters under the authority of the City of South Bend, Indiana; and(e)In outdoor common areas of apartment buildings, condominiums, trailer parks, retirement facilities, nursing homes, and other multi-unit residential facilities, except in designated smoking areas, not to exceed twenty-five (25) percent of the total outdoor common area, which must be located at least fifteen (15) feet outside entrances, operable windows, and ventilation systems of enclosed areas where smoking is prohibited.

Chapter 14, Article 13 of the South Bend Code of Ordinances extends the City's smoke-free rules outdoors. Section 14-128 bans smoking in outdoor seating areas of restaurants, bars, private clubs and businesses unless that seating is restricted to patrons 18 or older; in outdoor arenas, stadiums and amphitheaters, including within 15 feet of bleachers and grandstands; within 15 feet of outdoor playgrounds; within 15 feet of City-operated outdoor transit stations, platforms and shelters; and in outdoor common areas of apartments, condos, trailer parks, retirement communities and nursing homes, except in a designated smoking area capped at 25 percent of that outdoor common space and set at least 15 feet from any entrance, window or vent.
Section 14-126 separately requires a 15-foot smoke-free buffer outside the entrances, operable windows and ventilation systems of every enclosed area where smoking is already barred. Section 14-129 requires signs at each outdoor entrance reading 'The City of South Bend Prohibits Smoking Within 15 Feet of this Entrance' and requires ashtrays to be removed from any no-smoking area. Section 14-132 puts enforcement with the Department of Code Enforcement and Police Department, with the County Health Department and Fire Department able to check compliance during their own inspections.
