CBMC 8.10.010 makes it unlawful to possess or control an open container of intoxicating liquor or beer on a public street, park, square, or inside any city building unless the possession is otherwise authorized by law, and separately bars removing an open container from a licensed liquor premises or bringing one into a licensed premises without authorization. CBMC 8.10.020 bans using or consuming alcoholic liquor or beer on public streets, highways, or any public place, except on premises covered by a liquor control license, on publicly owned grounds without written consent of the controlling agency, or on private property without the owner's or lessee's consent or presence.

Even where a special-event or open-air tavern exception applies under CBMC 3.08.045(F), consumption or possession of an open container there still cuts off between 10:00 p.m. and 7:00 a.m. Sunday through Thursday, and between 11:00 p.m. and 7:00 a.m. on Fridays and Saturdays. A separate provision, CBMC 8.10.025, lets the city council grant a temporary exemption for beer or wine, but never for liquor or spirits, within a specially permitted public area for a special event, provided any street closure is separately approved.
