The rule is one sentence in Section 27-5, the general rules and regulations for parks: no alcoholic beverages are allowed in any parks without approval of city manager. The approval runs to the city manager, not the parks and recreation director, so a park reservation alone does not authorize alcohol. Section 27-3(a)(6) repeats the requirement for the teen center and David Park Pavilion: no alcoholic beverages without approval of city manager. The rest of Section 27-5 sets the surrounding conduct rules. Park users are responsible for placing trash in the proper receptacles and extinguishing fires in barbeque areas.

All vehicles must park in designated areas, and no motor driven vehicles are allowed in city parks except city vehicles performing authorized work or vehicles authorized by the parks and recreation director. Dogs are barred except Seeing Eye dogs, dogs used by law enforcement officials, or special events such as dog shows. No golfing is allowed in any city park. Section 27-2 limits park access to the hours from sunup to sunset, so a drink in a park after dark also means being present in a closed park.

Section 27-6 supplies the sanctions. Anyone violating a park rule or a lawful order of a parks and recreation employee has no right to remain at that facility for the rest of the day, and staying makes the person a trespasser subject to ejection or arrest by the police department. Repeat violators can be permanently barred from all city parks and recreation facilities on the city manager's order, on the advice of the parks and recreation director. Section 27-5 speaks only to parks, and this record does not describe any rule for streets, sidewalks or other public places.
