" Subsection (b) lists the circumstances where possession of an open container is illegal: inside a State liquor store; on the premises of most liquor-permit holders unless an exception applies; in any other public place; and while operating, riding in, or sitting in a stationary motor vehicle on a street, highway, or other public or private property open to vehicular travel or parking. The "any other public place" clause in (b)(3) is the general open-container ban reaching sidewalks, the historic Public Square, parks, parking lots, and any other place the public can access, not just streets and vehicles.

C. 82, chauffeured limousine passengers, resealed wine bottles stored in a vehicle trunk, and permitted commercial quadricycle rides carrying no more than thirty-six ounces of beer or eighteen ounces of wine per passenger. None of those exceptions reach ordinary public sidewalks, streets or parks outside a licensed permit premises or approved event. 07 is a minor misdemeanor.
