11(A)(8) lists it as unlawful, within the limits of any city park or designated city open space, to possess or consume any alcoholic beverage. 11(A), including bans on open fires outside designated stoves or pits, glass beverage containers, camping without written permission, and firearms beyond those carried by peace officers or state-licensed concealed handgun holders. 11(B) allows the city to waive one or more of these rules for good cause, in advance, on written request by an applicant, so an event organizer could seek a waiver for a permitted gathering, but absent that waiver the alcohol ban applies to every park visitor.

10: the City Administrator, park attendants designated by the City Administrator, and the Police Department are charged with enforcing the chapter, and any of them has the authority to eject a violator from the park. 10(C).
