It shall be unlawful for any person to consume an alcoholic beverage on or about any public or commercial parking area or a private multi-tenant residential parking area, on property owned by the city, or in any park, public street, alley, public right-of-way, or sidewalk in the city.(b)It is a defense to prosecution under this section that the person:(1)Was within the boundaries of Downtown Rowlett during the following days and times: On weekdays, between the hours of 5:30 p.m. and 12:00 a.m.;
On Saturdays between the hours of 10:00 a.m. to 12:00 a.m.;
On Sundays between the hours of 12:00 p.m. and 12:00 a.m.; or
On any holiday recognized by any independent school district located in or within 500 feet of the Downtown Rowlett area between the hours of 10:00 a.m. to 12:00 a.m.; or
