FWRC 6.10.030 adopts a long list of state drug statutes by reference to cover Federal Way's local drug offenses, and that list specifically includes RCW 69.50.445, titled 'Opening or consuming package containing marijuana, useable marijuana, or marijuana-infused product in view of general public – Penalty.' By adopting the statute wholesale, the city makes the state's public-consumption rule directly enforceable as a Federal Way offense rather than relying on the county or state to prosecute it, and Federal Way police can issue citations for it just as they would for any other offense adopted under this section, such as unlawful possession under RCW 69.50.4013 or the marijuana schedule provisions of RCW 69.50.204, which sit in the same adopted list.

FWRC 6.10.120 defines chapter terms according to Chapter 69.50 RCW first, city ordinance second, common law third, and ordinary meaning last, so 'marijuana,' 'useable marijuana,' and 'marijuana-infused product' carry the same meanings used in the state statute the city adopted. The chapter's adoption-by-reference approach means Federal Way does not maintain separately worded local ordinance text for this offense: the operative rule is the state statute itself, incorporated wholesale into Title 6 of the Federal Way Revised Code so that violating it is a violation of city law as well as state law.
