360 governs skateboards, bicycles, coasters, in-line skates, roller skates, and motorized foot scooters on city park property, not on downtown sidewalks or general public streets. Subsection (1) makes it unlawful to ride, drive, or operate a bicycle, coaster, skates, or skateboard in any park area the parks director has posted as off-limits by notice; the director sets that boundary park by park rather than city-wide. Subsection (2) covers the city's designated skate facility: skateboards, coasters, in-line skates, and roller skates cannot be ridden in a negligent manner and must be operated with reasonable regard for the safety of the operator and other people, bicycles and BMX bikes are not allowed in the skate facility at all, no additional ramps or jumps may be brought in, formal contests need the director's prior written approval, and an adult must accompany any skater under age eight.

Use of the skate facility is voluntary, and users assume the risks and dangers incidental to it. 20 FWRC, on any city park property, including sidewalks, streets, paths, trails, and similar travel ways, unless a location is specifically marked as allowing it; a mobility-impaired person using such a device to enhance mobility is exempt from that restriction.
